It is expected that with the added investment manager Erik ten Hag will be able to add to his squad in the January transfer window.
Man United are in need of some fresh blood in order to improve on what has been a disappointing start to the season.
Former star Silvestre believes that there are three players in Ligue 1 who could improve the defence and midfield.
The Frenchman has picked out previously linked defender Jean-Clair Todibo and midfielder Khephren Thuram as two stars United should target.
Thuram has previously been linked to Premier League rivals Liverpool.
One benefit United would have in targeting the pair would that they play for INESO-owned Nice, which is owned by Ratcliffe.
Silvestre told Bettingexpert.com: “[Khephren] Thuram and [Jean-Clair] Todibo definitely have the level to play for Man Utd.
“And I’m sure they’re on the radar and they will be scrutinised.
“They will probably be put forward because it will be an easy and sensible transition and will make sense for INEOS to get the best scouting reports on these two players specifically.#

“They’re quality players. Both are French internationals.
“Todibo is having a very good season.
“Khephren Thuram, a little bit less this season compared to last but still a quality midfielder.”
Silvestre also picked AS Monaco star Youssouf Fofana as a potential target and claimed that United opted to sign Sofyan Amrabat instead of him in the summer.
Silvestre has also suggested Youssouf Fofana of MonacoGetty
He added: “Every club could have moved for Youssouf Fofana early in the summer.
“I know he was available as he has two years left on his contract.
“He could have been a potential midfielder for Man Utd then.
“He has a bit more physical presence than Fred had for instance, but the club decided to sign [Sofyan] Amrabat instead of Fofana.
“We know it was a reaction to the early start of the season.
“Fofana is ticking a lot of boxes to play as a defensive midfielder for a Premier League team and Man United could definitely be his next move, for sure.”
